Subcontracting

We subcontract a proportion of our Adult Skills Fund (ASF) and our Adult Community Learning allocation to:

  • Help widen participation amongst niche groups and marginalised communities
  • Address high learner demand in a specific curriculum that we don’t have the staffing capacity to meet
  • Introduce diversity to help us meet the employment and skills priorities for the city and the region
  • Secure expertise and skills that address key and emerging policy issues, eg sustainability and environmental concerns, and to solve local issues

Our approach to subcontracting operates under the Adult Learning in Community Settings Pseudo-Framework which is a 4-year cycle that will span from August 2023 to 31 July 2027.

How to register as a supplier

YORtender is a procurement portal where suppliers can register for free to access business opportunities with the Council.

Registration is straightforward and involves completing a supplier selection questionnaire. This is a standard national document used to establish capacity and capability in terms of legal status and financial viability.

Our sub-contracting policy

Every year the Council is required to submit a Delivery Sub-Contracting Policy. This sets out the Council’s subcontracting arrangements with regards to its funders. The policy details the comprehensive support the Council will provide to all sub-contractors and covers the rationale for subcontracting, the level and detail of contract support provided by the Council, payments and operational processes and expectations around quality.
